Why Crystal City's New Food Keeps Landing at Water Park Before Restaurant Row

October 15, 2026

A limestone residential terrace with a teak lounge chair, raised redbud planting and dark-framed glass doors opening visually onto a bright living room.

The kiosk at 1621 Crystal Drive serves a Proper Burger, Hackney Hot Wings and white truffle mac and cheese. A year ago it sat dark. Brij Coffee closed there in 2025. Duke's Burgers, the fast-casual spinoff of D.C. gastropub Duke's Grocery, opened in the space on July 1, 2026, as the brand's first Virginia location, according to ARLnow.

On 23rd Street South, Restaurant Row runs on a different clock. The newest names there were announced years before they opened, and some still haven't opened. This gap explains the Crystal City dining map better than any single opening does. For new food this season, look first at Water Park. For food that has lasted, look on 23rd Street South, where a change of tenant usually means a long run just ended.

Water Park filled four spots between spring and early summer

ARLnow reported in late April 2026 that Duke's Grocery was bringing fast-casual burgers to Crystal City, and the kiosk opened on July 1. That's about two months from announcement to opening day. Managing partner Daniel Kramer told ARLnow that many Duke's Grocery guests live in Northern Virginia, and the company "wanted to shorten their commute."

Duke's arrived in the middle of a busy stretch. In the same report, ARLnow placed it within a wave of new Water Park vendors:

  • Monstera Burrito, a breakfast burrito spot with West Coast inspiration, opened in spring 2026.
  • Spot of Tea, serving boba and matcha, opened in spring 2026.
  • Pizza Paradiso Pronto, a fast-casual offshoot of the pizza brand, opened around the start of June.
  • Duke's Burgers opened July 1, with daily hours of 11:30 a.m. to 8 p.m. at launch.

The fast pace has limits. Brij's kiosk sat empty for about a year before Duke's moved in. When Falafel Inc gave up its own Water Park kiosk in October 2025, ARLnow noted that both spaces were still waiting for new tenants. Duke's speed began once an operator had signed on.

On and around 23rd Street, the wait is measured in years

Crystal City's storefronts tell the opposite story. These four projects show how long that wait can be.

Restaurant Address Original target Status in the latest reporting
Dolan Uyghur 320 23rd St. S. November 2024 Soft-opened about late July 2026
Nash and Smashed 2333 S. Eads St. Possibly fall 2025 Listed at that address by Arlington Magazine in September 2026
Tiki Thai 244 19th Ct. S., at Reva Summer or fall 2026 Pushed to summer 2027 over permitting delays
Scapegoat Beer Garden 556 22nd St. S. Granted more time in January 2026 Space relisted for lease May 27, 2026, with no building permit issued

Dolan Uyghur shows the gap most clearly. The restaurant told ARLnow in summer 2024 that it planned to open in Crystal City in late 2024. It soft-opened at 320 23rd Street S. about two weeks before ARLnow's August 3, 2026 report, roughly 20 months late. It is the fifth location for owner and founder Hamid Kerim, whose chain also runs a Falls Church restaurant that opened in 2024. Dolan says everything it serves is halal, and the chain is known for hand-pulled noodles, kebabs, big plate chicken and stews.

Tiki Thai's delay came with an explanation. ARLnow reported that permitting pushed its Reva opening to summer 2027, and that the owners also plan a fast-casual Bird's Eye Thai corner in the same space. Scapegoat is the clearest case of a project stuck in the paperwork stage. By June 2026 its 22nd Street space was back on the market, and ARLnow found no building permit, inspections or certificate of occupancy on record.

When a Row address changes, a long run ends

Storefronts on 23rd Street turn over rarely, so each turnover tends to close out a long history. Los Tios Grill served its last Tex-Mex and Salvadoran plates at 515 23rd Street S. on August 30, 2026, after opening in early 2019. ARLnow reported that the space had held some form of Latin restaurant for more than four decades. Before Los Tios came Cantina Mexicana, which opened under a different name in 1978. Los Tios still runs two restaurants in Alexandria and one in Leesburg.

The newcomers that did arrive mostly took over spaces that had been something else entirely. Falafel Inc opened at 500 23rd Street S. in October 2025, moving off Water Park and into a space a bank had left in 2023. The chain is known for its $4 falafel sandwiches and $5 bowls, and it opened with daily hours of 11 a.m. to 9 p.m. That same month, Pi BBQ and Bar opened with Korean cuisine at 420 23rd Street S., the former Young Chow site.

Falafel Inc's move connects the two halves of this story. A Water Park kiosk can be a starting point, and a storefront on the Row is the bigger commitment that can come after it.

The anchors that set the Row's pace

Restaurant Row's core businesses have been there for decades. The National Landing Business Improvement District's Restaurant Row guide lists the longest-running names:

  1. The Portofino Restaurant, 526 23rd St. S., opened August 20, 1970. In 2025 it marked 55 years on the Row with monthly wine dinners, live music and raffles, as ARLnow covered.
  2. Crystal City Sports Pub, 529 23rd St. S., has hosted game watches since 1994 across three floors. The BID guide lists its hours as 8 a.m. to 2 a.m., every day of the year.
  3. Freddie's Beach Bar & Restaurant, 555 23rd St. S., which the BID guide describes as having recently marked 25 years.
  4. Urban Thai, 561 23rd St. S., in the neighborhood for more than 20 years, according to the same guide.

Next to them are Enjera, serving Ethiopian and Eritrean combo platters; La Bettola, with chicken parm and calzones on checked tablecloths; Bob & Edith's Diner, open 24/7; and Beauty Champagne and Sugar Boutique, where owner Zena Polin runs tasting nights, a wine club and a list built around women winemakers and Virginia wineries.

The Row's calendar runs on weekly regulars rather than grand openings. The BID's food-and-drink listings for this week include:

  • Mondays at Crystal City Sports Pub, a recurring half-price burger promotion
  • Tuesdays at Crystal City Sports Pub, trivia night, with the next one on October 13
  • Wednesdays at Crystal City Sports Pub, comedy night and poker night, starting October 14
  • October 14 at Beauty Champagne, Austrian Wine Month
  • Saturdays at 8 p.m. at Freddie's, the Freddie's Follies drag show, including October 17

The outdoor season's final dates

The other half of National Landing's fall calendar is winding down. According to the BID's fall guide, these are the dates still ahead as of October 12:

The BID guide says Daydrift's workshops are open to the public, with prices that vary by event. The October 22 cleanup starts a few steps from the Duke's kiosk. Over at Reva, the latest ARLnow report still has Tiki Thai opening in summer 2027.

When you're comparing blocks in National Landing, the reliable signals come from leases, permits and how long a corner has been in business, not opening-week buzz. Jo & Co follows these Crystal City details closely. If you'd like to understand what's settled, what's changing and what's still waiting on a permit near a home you're considering, let's connect.
